How to transfer the license from one computer to another ?

You will definitely need an USB-eLicenser dongle, commonly known as "Steinberg Key".

Within the eLCC, simply drag-and-drop the license from one dongle to another, being virtual (Soft-eLicenser) or hardware (USB-eLicenser, or "Steinberg Key").

However, this will not work for native hard-dongled licenses, typically versions 1.x of Jupiter-8V, Prophet-V, BRASS and Analog Factory.
