Transfer eLicenser to new PC without dongle

The instructions on this are not clear.  If I want to de-activate my license on my PC, I have to drag the license from the 'Licenses List' to target eLicenser??? But the target eLicenser is another computer.  This is not clear at all.

You cannot transfer the license from one computer to another without the USB-eLicenser hardware dongle.
If the second computer replaces the first one, you can get a new activation code from your account: Authorization Troubleshooting > I need a new activation code.
