Too Much Latency

Background: I've just started to get back into music and am completely new to the world of computer music. I've been slowing inching into it over the past year with the most recent purchases of a midi controller and Storm 3.0.

Issue:  I have an M-Audio Keystation 88 and an Omnistudio USB as my soundcard on a PC running WinXP. I have to set the latency to a minimum of 45ms to keep the pops and hisses away -- but it makes playing the keys very difficult with that much delay. I have the latest drivers from M-Audio and it still doesn't allow a lower latency. Any suggestions on software configurations, or am I stuck with having to upgrade the computer or sound card?

PC: Athlon XP 1800+, 768MB mem.
